Humans created various institutional forms to solve their collective problems in history. Academic disciplines of public administration and public policy studies were established to investigate these forms in the context of the 20th century. The collective problems humans are experiencing in the early 21st century—technological transformations, the Covid-19 pandemic, and the climate crisis—force us to rethink the scopes of and the interconnections between these and related disciplines of study (e.g., sociology, psychology, political science, economics).

In this presentation, the author proposes a “complex governance networks” conceptualization, which is the topic of a forthcoming book (Routledge, 2022). Citing examples from the Covid-19 pandemic and metropolitan governance processes, he proposes to rethink the roles of “the state” and other actors in the increasingly complex governance networks of the early 21st century.
